Background of the Study

In recent years, the need for safeguarding sensitive government records has become increasingly critical, especially in the context of rapid digital transformation and the growing volume of government data. In Nigeria, government institutions such as the Federal Secretariat in Minna store vast amounts of confidential data related to public administration, citizen records, and national security. With the digitalization of records, the risk of cyberattacks, data breaches, and unauthorized access has significantly increased. These records need robust protection mechanisms to ensure their integrity, confidentiality, and availability.

Traditional encryption systems, such as RSA and AES, are commonly employed to secure digital records; however, these systems are susceptible to emerging threats posed by quantum computers. Quantum computers, with their unparalleled processing power, have the potential to break the encryption protocols used in classical systems. As a result, there is an urgent need to explore quantum-inspired encryption techniques that can provide a higher level of security against quantum-enabled attacks while remaining feasible for deployment in the current infrastructure.

This study aims to design a quantum-inspired encryption framework that enhances the security of government records stored at the Federal Secretariat, Minna. By leveraging quantum principles such as superposition, entanglement, and quantum key distribution (QKD), the study seeks to propose a solution that provides enhanced protection for sensitive government data and prepares the institution for the upcoming era of quantum computing.

Statement of the Problem

The current encryption mechanisms employed to protect government records at the Federal Secretariat, Minna, are based on classical algorithms that could potentially be vulnerable to quantum-based attacks. With the increasing prevalence of cyberattacks and data breaches, there is a pressing need to develop stronger encryption frameworks to secure sensitive government data. The challenge lies in identifying quantum-inspired encryption solutions that are not only resistant to quantum threats but also compatible with existing IT infrastructures and processes used by government institutions.

While quantum cryptography presents promising avenues for enhancing data security, its practical application in the government sector, particularly at the Federal Secretariat, remains limited. This study seeks to bridge the gap between quantum encryption research and its real-world implementation in protecting government records.

Objectives of the Study

  1. To design a quantum-inspired encryption framework for securing government records at the Federal Secretariat, Minna.

  2. To assess the potential impact of quantum-inspired encryption on the security of sensitive government data.

  3. To identify the challenges associated with implementing quantum encryption in government institutions and recommend solutions for overcoming these challenges.

  2. What are the potential benefits of using quantum-inspired encryption over traditional encryption methods in protecting sensitive government data?

  3. What are the challenges of implementing quantum encryption frameworks in government institutions, and how can they be addressed?

Significance of the Study

This study is significant as it provides a roadmap for enhancing the security of government records through the application of quantum-inspired encryption techniques. By securing sensitive data, the study will help ensure that government records are protected against emerging cyber threats, thereby maintaining national security and public trust. Furthermore, the research will contribute to the growing body of knowledge on quantum cryptography, particularly in the context of government data protection in Nigeria.

Scope and Limitations of the Study

The study will focus on the development and evaluation of a quantum-inspired encryption framework specifically for securing government records at the Federal Secretariat in Minna, Niger State. It will not extend to other government institutions or sectors outside the Federal Secretariat. The limitations include the lack of a fully developed quantum computing infrastructure at the Federal Secretariat and potential challenges in adapting quantum encryption techniques to existing data management systems.
